Greetings!

When I was new to the Nationstates, I joined this project like a newbie, without even understanding mechanics or roleplay. Yet, today, here we are, trying to review a good world building and a roleplay idea by making necessary adjustments. I was hesitating because I didn't have self-confidence to join right away and start changes. But now, this is a must, and I've developed myself in Nationstates. So I rolled up my sleeves and started to think what is a "must" and started to build necessary materials, for the offers you will be reading below. I don't force you to make these changes, but I am sure that with more-or-less adjustments, core of these ideas will be accepted.

1. Membership Types And Organisational Positions

   1. Difference Between Membership Type and Organisational Title

      We must clearly define difference between membership type and organisational titles. We must have a clear hierarchy between these titles. Because membership type is more about vote of a country, roleplay and politics; meanwhile organisational titles generally represents individuals choosen in EEA. So, rather than considering everything as a role like in EEA's this dispatch, we should focus on which country gets which membership type as the part of roleplay then later, we should decide these organisational titles in a OOC weighted but still IC tone. After all, said country will have to both represent their nation-roleplay-politics-lore while -when needed- using EEA's organisational voices through this RMB, telegrams and perhaps in far future through embassies, simultaneously. After this had been said, of course, I am still in a belief that, we still need to tie membership type and organisational title somehow. And that is pretty simple, those membership types which mean player behind the nation committed EEA idea and will participate in the roleplay actively, gets to right for to be elected one of organisational titles of EEA. So let's say, in this case, an observer state shouldn't be ended up being a moderator etc. (Notice that I will write IC diplomatic note and try to change my membership status, because currently I am an observer state, but for now, these changes are far more important then my future position.).

   2. Membership Types

      Here are renewed membership types I am proposing, given in a table:

      Limited Member (aka Half-Member) Simply a member state, but not fully committed due to political, financial reasons. Though in each instance, having some form of rights, concessions making it superior than an observer state status.       Observer State This membership status is when a state deals with requirements, they may be a candidate for more extensive membership or not.	Semi-Contribution Right in the Council of EEA (Has right when they are related) Semi-Economic Cooperation Semi-Cultural Exchange
      Strategic Partner Like observer state, but isn't a candidate for any membership status. Strategic partners are either independent nations who made deals with EEA as whole, or is another member of different organisation then later made seperate deal with EEA.	All features are nation specific, according to roleplay, politics and so on. Right to be ambassador in the name of other organisation -if other organisation accepts, to represent themselves to Foreign Secretary and to the EEA.
      Advisory Member Simply for non-active or/and CTE nations.	If they become active again, they have right to ask restoration of their old membership status.

   3. Organisational Titles

      Emergency authorities shouldn't be interprepted as unlimited rights. They also need to be defined.

      Here are renewed organisational titles I am proposing, given in a table:

      General Secretary	Head of the organisation. We must always remember that this is a symbolic positions rather than active one. Can be changed to another person if the current one wants to abdicate or CTEs. Must be decided via voting, however, this title must be given first to Galicia and ruthenia, because he is the founder.       Home Secretary	Head of the internal organisation. Responsible to managing internal stuff and operations.	Pass Decress according to EEA Council's decisions.       Senior Officer	So, this is the equivelant of old "Administrator" role.	Responsible to guide officers and member states assigned to them. Responsible to check out members in their list complying with EEA's laws, decrees and decisions; responsible to inform all EEA if needed.	Border Control Communications Polls
      Officer	So, this is the equivelant of old "Moderator" role.	Responsible to member states assigned to them. Responsible to check out members in their list complying with EEA's laws, decrees and decisions; responsible to inform all EEA if needed.	Communications
      Envoy	EEA appointed, our representatives in other organisations.	Responsible to keeping diplomatic channels open between EEA and other targeted organisation. Responsible to inform all EEA if needed.	-
      Ambassador	Ambassador, appointed by other organisation to represent themselves to us.	It is up to them to decide what will they do, but we certainly expect them to do what an ambassador do.	-

   4. Additional Notes

      These are most essentials that I can see. However, organisational titles may expand and membership types can be added. I doubt adding more membership types would make an use, although organisational titles can be usefull. Like; head of cartographer, head of cultural events etc.

2. EEA Structure and EEA Council

   EEA Council is nothing but a basically an assembly made of full members (with contributions of limited members and observer states), voting on issues, passing laws and so on. Simply, this will be the legislative branch of the EEA, meanwhile organisational titles is more about executive branches of the EEA.

   What I propose here is, all executive branch is responsible to the EEA Council. If an emergency authority is used, it must be explained to the EEA Council afterwards. After a time period -we must decide on- EEA Council has right to talk about reversal of what these authorities did and also has always right to overthrow any executive member by a vote of no confidence. But, please don't forget that all these are valid for organisational titles.

   In case of situations of membership types, candidate examine or any other negotiations, EEA Council must decide conditions by setting up laws, and executive branch act, negotiate accordingly.

3. About EEA Dispatches

   We need modernisation. We have to categorise further. This may take a while, but at the end of the day, if a new comer can locate themselves in our EEA dispatches, that would certainly mean we will likely to gain another member or at leats, participant in this roleplay idea. This doesn't need to be an extraordinary categorises. Simple "main page-home secretary-foreign secretary" and various categories would do.

4. Distribution of Tasks

   I propose, after deciding what we should do (I don't know you agree upon how much of these), we must pick one leader (apart from roleplay or anything) and distribute tasks that who should do what. Otherwise, all these will likely to remain in proposal stage.
